I vote for Lakeview. There's enough traffic that cars almost always go slow. Streets are smaller-scaled, making bikers feel more at home. Destinations are densely packed together. It's adjacent to the Lakefront path. And it's surrounded by other bike-friendly neighborhoods, as opposed to being an island. Also several great bike shops, neighbors are welcoming and even the cops ride bikes.

I know Logan Square has a big bike community, but I never think of it as being a friendly place for biking. Too many wide seas of pavement, which make it harder for drivers to spot bikers and encourage drivers to drive faster, and it's a bit spread-out.
